INTERPRETER REVIEW - 2006 Rules
MAJOR RULE CHANGES  

1-2-3g: Advertising and/or commercial markings may be permitted in the end zones.

 1-3-5b: The official line-to-gain and down indicators shall be operated approximately 6 feet outside the sideline, where facilities permit.

 1-5-1a: At least a four-snap chin strap shall be required to secure the helmet.

 1-5-1i: Mouth guards shall be of any readily visible color, other than white or clear.

 1-6-2: Phones and headsets are permitted for use by anyone during an authorized sideline time-out. Now includes players. Still only Coaches when Conference is between hash marks.

 2-6-2a: An authorized sideline time-out shall be held directly in front of the team box and within the 9-yard mark.

 2-29, 3-7-6, 9-6-4a: The language and definition of participation and substitution have been revised.

 2-31-8: A definition has been added to define when a runner becomes a kicker. “When he kicks ball”.

 2-40: The word “intentional” has been removed from the spearing rule.

 4-2-2: A holder may now recover a snap and retain the same options of going back to a knee for the kick, advance, pass or running the ball. Change is recovering not just rise to catch.

 7-2-8: The option to use a “planned loose ball” has been removed.

 7-5-10, 13: The act of illegally touching the ball by an ineligible player carries the same penalty whether the act occurs behind, in or beyond the line of scrimmage. – No longer pass interference.

 1-5-1: Beginning in 2010, the visiting team shall wear white jerseys. Also, the home team has additional limitations as to how much white may be on its jerseys.

 1-5-1f2: Beginning in 2008, when measuring the length of a non-removable cleat, the measurement shall be from the tip of the cleat to the sole of the shoe.

INTERPRETER REVIEW - 2005 Rules
MAJOR RULE CHANGES  
1-2-3: A mark 12 inches in length, 4 inches in width and 9 yards from each sideline shall be located on each 10-yard line. These marks shall not be required if the field is visibly numbered.  Note: see rule 7-2-1, this mark replaces old rule of being within 15 yards of the ball. See the

1-5-1: Beginning with the 2006 season, all helmets shall be secured with a four-snap chin strap and a tooth protector shall be of any readily visible color, other than white or clear. Note: remember, if helmet has 4 snaps, a 4 snap chin snap is always required.

1-5-2: Beginning with the 2008 season, hand pads must meet the same standard as gloves concerning the level of tackiness. The hand pads shall bear the NF/NCAA label indicating compliance with test specifications on file with the Sporting Goods Manufacturers Association as of January 1, 1994.

1-5-3: The manufacturer logo/trademark restriction now includes any company reference.

3-3-4 NEW: A period shall not be extended when a foul occurs that specifies a loss of down.

7-2-1 Penalty: “Illegal procedure” terminology has been removed from the rules book and Signal Chart.

7-5: Only one forward pass may be thrown during a down.

7-5-10 NEW: Hindering an opponent’s vision without making an attempt to catch, intercept or bat the ball is pass interference, even though no contact was made.

7-5-11: Contact by a defender obviously away from the direction of the pass is not considered pass interference.

8-5-2a Exception: All types of loose balls now included in momentum exception.

9-4-2: Non-players added to those who are covered under the Illegal Personal Contact rule.

MAJOR RULE CHANGES  

 ̃     THE BASIC SPOT FOR A PENALTY BY THE RECEIVING TEAM DURING A SCRIMMAGE KICK IS THE END OF THE KICK. IF THE FOULS OCCURS BEYOND THE EXPANDED NEUTRAL ZONE (ENZ),  THE KICK ENDS BEYOND THE NEUTRAL ZONE, AND THE RECEIVERS ARE IN POSSESSION AT THE END OF THE DOWN.  THIS BASIC SPOT IS THE PSK SPOT. DOES NOT APPLY ON A TRY OR SUCCESSFUL FIELD GOAL. ( The change from 2003 was the elimination of the requirement that the penalty occur after the kick crosses the scrimmage line, the "window" now opens at the snap). IN ADDITION, THE PSK FOUL IS TREATED AS A POST POSSESSION FOUL AND IS EXEMPTED FROM THE DOUBLE FOUL PROVISION THUS THE RECEIVERS MAY KEEP THE BALL BY DECLINING THE KICKERS FOUL. . PSK will not apply in overtime. RULES; 2-16-2G, 10-2-1, 10-2-2

̃     IF THERE IS A CHANGE OF POSSESSION AND THE DEFENSE SCORES A TOUCHDOWN AND THERE IS A FOUL BY THE OPPONENTS AFTER THE CHANGE OF POSSESSION THE SCORING TEAM MAY TAKE THE POINTS AND HAVE THE PENALTY APPLIED AT THE SUCCEEDING SPOT OR ACCEPT THE PENALTY WITH NORMAL ENFORCEMENT. FOULS OCCURRING PRIOR TO THE CHANGE OF POSSESSION WOULD HAVE TO BE DECLINED TO KEEP THE POINTS. RULE 8-2-2

̃     TIME OUTS: THE HEAD COACH (ONLY THE HEAD COACH WHO IS IN THE TEAM BOX) IN ADDITION TO A PLAYER MAY NOW  REQUEST A TIME OUT. THE OFFICIALS MUST VISUALLY RECOGNIZE THE HEAD COACH PRIOR TO ACKNOWLEDGING THE REQUEST.  ALSO, WHEN AN AUTHORIZED CONFERENCE IS CONDUCTED AT THE SIDELINE, ALL TEAM MEMBERS AND COACHES MAY PARTICIPATE.  EXCEPTION, A PLAYER OR NON PLAYER USING HEADPHONES CANNOT PARTICIPATE.

̃     DURING A FREE KICK TOUCHING BY R IS IGNORED IF CAUSED BY K'S MUFF OR BAT. ALSO, THE SAME APPLIES DURING A SCRIMMAGE KICK BEYOND THE LINE OF SCRIMMAGE. IN BOTH CASES R SHOULD NOT BE MAKING AN ATTEMPT TO TOUCH THE BALL. THIS IS ADDED TO THE PROVISION WHICH IGNORES TOUCHING BY PLAYERS WHO ARE PUSHED OR BLOCKED INTO CONTACT WITH THE BALL (neutral zone during free kick, beyond Neutral zone during scrimmage kick). RULE CLARIFICATIONS  

̃      MOMENTUM EXCEPTION > 8-5-2 EXCEPTION: INCLUDES INTERCEPTED FUMBLES AND BACKWARD PASSES AFTER A CHANGE OF POSSESSION.  OFFENSE NOW BECOMES THE DEFENSE.

̃     A LEGAL TOWEL MAY NOT CONTAIN ANY STICKY OR SLIPPERY SUBSTANCE AND MUST BE ONE WHICH ABSORBS MOISTURE.  

̃     A PERIOD WILL NOT BE EXTENDED WHEN THE DEFENSE FOULS DURING A SUCCESSFUL FIELD GOAL OR TRY AND THE OFFENDED TEAM ACCEPTS THE RESULTS OF THE PLAY WITH ENFORCEMENT AT THE SUCCEEDING SPOT.

̃     GLASSES WORN UNDERNEATH A CLEAR VISOR MUST ALSO BE CLEAR.

̃     CHIN STRAPS MUST MATCH THE SNAPS ON THE HELMET, AND ALL MUST BE BUCKLED.

̃     SAFETY AND SECURITY AT CONTESTS, NO PROFANITY ALLOWED.

̃     OFFENSIVE PASS INTERFERENCE, CHOP BLOCKS.

* FREE BLOCKING ZONE: OFFENSIVE LINEMAN CAN BLOCK DEFENSIVE LINEMAN BELOW WAIST, CLIP, AND IN THE BACK. THEY CAN ALSO BLOCK IN THE BACK ANY DEFENDER IN THE ZONE. DEFENSIVE LINEMAN CAN BLOCK OFFENSE LINEMAN BELOW THE WAIST.

INTERPRETER REVIEW - 2002 Rules

MAJOR RULE CHANGES  

̃      BLOCKING IN THE BACK > 2.5: INSIDE THE SHOULDERS, BELOW THE NECK AND ABOVE THE WAIST IS NOW A 10 YARD PENALTY AND NOT CONSIDERED CLIPPING. BLOCKING IN THE BACK is PERMITTED IN THE FREE BLOCKING ZONE ONLY BY OFFENSIVE LINEMAN AGAINST DEFENSIVE PLAYERS WHO ALL ARE IN THE ZONE. note: clipping is permitted only by offensive lineman against defensive lineman and all are in the zone.

̃      MOMENTUM EXCEPTION > 8-5-2 EXCEPTION: NOW APPLIES TO INTERCEPTED FUMBLES AND BACKWARD PASSES. 

RULE CLARIFICATIONS  

̃    HALFTIME TIMING > INTERMISSION MAY BE EXTENDED FROM 15 TO 20 MINUTES  PROVIDED THE VISITING TEAM IS NOTIFIED BY GAME ADMINISTRATION 5 MINUTES PRIOR TO GAME TIME. IT MAY BE REDUCED TO 10 MINUTES BY MUTUAL CONSENT OF THE COACHES. A 3MINUTE WARM UP PERIOD IS ALWAYS REQUIRED IN ADDITION TO INTERMISSION TIME. NO LONGER REQUIRES SPECIAL EVENTS FOR HALFTIME TO BE TO BE EXTENDED.

̃      SIDELINE CONTROL > COACHES BOX IS 2 YARDS, 3 COACHES AND NO PLAYERS EXCEPT A PLAY RELAYED. NO ONE ALLOWED ON FIELD OF PLAY. > ENFORCE RULE, UTILIZE SIDELINE WARNING.

̃      CHAIN CREWS: MUST BE IDENTIFIED 15 MINUTES BEFORE THE GAME AND MUST BE INSTRUCTED BY THE LINEMAN IN THE PRESENCE OF THE UMPIRE. CHAINS SHALL BE 2 YARDS OFF THE SIDELINE.

INTERPRETER REVIEW

MAJOR RULE CHANGES

KICK FORMATION > 2-14-2: PLAYER IS AT LEAST 7 YARDS BEHIND LINE OF SCRIMMAGE IN POSITION TO RECEIVE SNAP (BETWEEN THE OUTSIDE SHOULDERS OF THE TWO PLAYERS NEXT TO THE SNAPPER) AND NO ONE IS IN POSITION TO RECEIVE A HAND TO HAND SNAP FROM BETWEEN THE SNAPPERS LEGS. ALSO, NO PLAYER SHALL BE IN A POSITION IN A DIRECT LINE FROM THE SNAPPER TO THE PLAYER IN THE "KICKERS POSITION".

FREE KICK OUT OF BOUNDS > THE PENALTY AGAINST THE KICKERS HAS BEEN ELIMINATED IF A FREE KICK GOES OUT OF BOUNDS AND IT WAS TOUCHED INBOUNDS BY THE RECEIVING TEAM. – NO LONGER LAST TO TOUCH.

FACE MASK > THERE IS NOW A FIVE YARD PENALTY IF A FACE MASK OR HELMET OPENING IS GRASPED AND THERE IS NO TILT, PUSH, TWIST OR ANY SUDDEN MOVEMENT OF THE HEAD. Has to be a grasp. Rule changed to allow more penalties.

RULE CLARIFICATIONS

COLORS > THE COLOR YELLOW HAS BEEN ADDED FOR PYLONS, HORIZONTAL CROSSBAR AND UPRIGHTS AND WIND STREAMERS. GOAL POSTS SHOULD BE WHITE, SILVER OR YELLOW.

COMMEMORATIVE PATCH > AN AMERICAN FLAG AND/EITHER A COMMEMORATIVE PATCH(S) WITH WRITTEN APPROVAL BY THE STATE MAY BE WORN ON THE UNIFORM – CAN NOT COVER NUMBERS.

CONFERENCES: THERE ARE TWO TYPES, ONLY ONE TYPE ALLOWED DURING A TIME OUT AND ONLY A MAXIMUM OF 11 PLAYERS MAY BE IN THE CONFERENCE, INCLUDES CONFERENCES AFTER A SCORE. ONLY ONE COACH PARTICIPATES IN A COACH/REFEREE CONFERENCE. – LOCAL AGREEMENT > A COACH FROM EACH TEAM AND THE REFEREE CAN CONFERENCE DURING THE 3 MINUTE WARM UP PERIOD PRIOR TO THE 2nd HALF TO DISCUSS ANY SITUATION IN THE FIRST HALF.

FREE BLOCKING ZONE > 6 X 8 RECTANGULAR AREA CENTERED ON THE SNAPPER. Zone dissolves when ball leaves the zone. PLAYER IS IN THE ZONE IF ANY PART OF BODY IS IN THE ZONE. SEE TABLE PAGE 70 IN THE RULE BOOK.

SHIFT > EMPHASIS - QB MOVES FROM UPRIGHT POSITION TO A POSITION UNDER THE SNAPPER. NO QUICK SNAPS. MOVEMENT OF QB WHILE ANOTHER PLAYER IS IN MOTION.

FALSE START > SIMULATES ACTION AT SNAP OR ANY ACT WHICH IS CLEARLY INTENDED TO CAUSE B TO ENCROACH. SEE PAGE 71.

See JHS Rules handout, the following are interpretations and adjustments: 

JHS 2006: When formation includes a wide receiver or slot    formation, any motion away from the strong side is restricted.
Motion player may not be more the one yard outside of the
last player on the line of scrimmage at the snap. Illegal
formation is the penalty.

JHS 1998 change introduced locally at agreement of Coaches and LIAFO.

Page 9, General rules:- When an Offensive Team employs a wide receiver:

Amended: When a Offensive Team employs a wide receiver who is 5 yards or less , the Defensive End may move to a position on the defensive line heads up with the wide receiver. When the wide receiver is more then 5 yards to that side of the formation the end may assume a "walk away" position which is off the line half the distance from the wide out and the offensive tackle, thus he becomes a third linebacker.

There is a 15-yard unsportsmanlike penalty against the Coach. if a player plays on both the A and B level Teams during a 5 Quarter Game. If a second occurrence, the Coach is charged with unsportsmanlike and disqualification.

Only one Coach permitted on the Field during the B level portion of the game.

Any player in motion towards the side of a formation with two players outside of the tackle cannot pass the center of the formation (ball). If player passes this point, a dead ball foul for illegal formation will be called.

Unbalanced formations are allowed; however, the second player from the center is considered the tackle and only two (2) players are allowed outside of this position at any time.
